| Developing Long Term Education Sector Strategy for Enhancing Sustainable Quality Education in Rwanda

Objective: This assignment’s overall goal is to evaluate the existing Education Sector Strategic Plan (ESSP) and build upon the lessons and other emerging developments in the Education sector to develop an Education Long term Strategic Vision (ELTSV).
Scope of the assignment:
The scope of this assignment is based on two critical tasks, and to achieve the tasks and validate the objectives, the study will:
Step 1: Mid-term evaluation of the ESSP 2018-2024
- Assess progress on the goals, strategic objectives, and priority areas of the ESSP.
- Evaluate the M&E framework of the ESSP, including the adequacy of the indicator framework, strength of logical linkages between policy actions and targets, availability of data, and linkages between strategies at different levels, including decentralized levels of the education sector, among others.
- Step 2: Develop a comprehensive strategic vision document (ELTSV) for the education sector in Rwanda.
- Profile all levels of education (pre-primary, primary, secondary education, TVET, Adult literacy, higher education, and lifelong education) in the framework of:
- Propose a concrete, inclusive and participatory vision (ELTSV) by facilitating the consultation process in collaboration with the MINEDUC team which include government representatives and development partners (donors, civil society organizations and schools).
Transparency at origin coffee pilot project in Rwanda: Pilot survey on cost of coffee production in Rwanda.
Client: National Agriculture and Development Export Board (NAEB) and Committee on Sustainable Assessment (COSA)
Contract timeline: January – June 2023
Objective: this assignment aims to understand the actual costs of production and the relative efficiency of value transmission understood as the differential value that accrue between farm-gate price and the FOT/ FOB price.
Scope of the assignment:
- Reviews data collection tool produced by the client (COSA, NAEB) and translates the programmed questionnaire into Kinyarwanda;
Recruits and facilitates training of selected enumerators;
- Prepares and facilitates pre-testing of the questionnaire in Bugesera District, Shyara sector;
- Conducts field data collection in 56 selected CWSs working in 14 administrative districts;
- Cleans primary data collected from sample smallholder coffee farmers.
