Market research in 12 districts of Rwanda: transition of out-of-school youth to employment and entrepreneurship

Client: Digital Opportunity Trust (DOT) Rwanda

Contract timeline: November 2013 – March 2014

Objective:

The main objective of this consultancy is to carry out a market research on Employment, Entrepreneurship and Education opportunities in regions with high potentials in Rwanda for out of school youth with age ranging from 16 to 29.

Scope of the assignment:

The main task is to study the employment, entrepreneurship and education environment with focus on “Youth Leading Change” target beneficiaries and program objectives.

The Specific tasks or duties:

  • Identify recruitment and employment agencies willing to offer opportunities for DOT-MasterCard Foundation (MCF) beneficiaries for jobs and work experiences such as job search, shadows, attachments, and apprenticeship and advise DOT Rwanda on suitable approaches to do the linkages;
  • Map youth opportunities for employment, job shadowing, attachments, apprenticeship and advise DOT Rwanda on suitable approaches to do the linkages;
  • Assess the type and appropriate entry level to jobs including both vacancies currently available and expected labor requirements over the next 5 years;
  • Evaluate employability skills gaps, barriers and challenges to youth employment and suggest strategies and skills requirements;
  • Create an inventory of suitable, appropriate and potential employment partners for DOT Rwanda;
  • Assess barriers employers face in hiring youth and women and give recommendations to DOT on how to enhance youth employability;
  • Present the findings to key stakeholders to youth employment in Rwanda (Public and Private Sector, Local Government/Districts, Local and Intl NGOs) to share the findings and create the network of all stakeholders (The Employment Hub);
  • Identify and describe high-growth sectors and value chains which offer opportunities for youth enterprises;
  • Create an inventory of suitable, appropriate and potential entrepreneurship partners for DOT Rwanda and explore approaches to partnerships;
  • Examine and analyze government and other stakeholders’ programs that may have visible / high-impact for youth entrepreneurship and propose partnership modes and strategies for leverage;
