Mapping od Existing E-commerce Interventions and Development of National Strategy for e-Commerce in Agriculture Value Chains in Rwanda

Contract timeline: July – November 2020 

Objective:

The main objective of this assignment is to conduct a situation analysis and develop a national strategy on e-commerce in agriculture value chains in Rwanda

Scope of the assignment:

  • Conduct a situational analysis on e-commerce and gain the current status in the agricultural value chains;
  • Conduct an assessment of the existing e-commerce platforms operating in agriculture value chains;
  • Undertake an appraisal of existing e-commerce components taking into consideration the functionality of the different pillars (e.g. e-commerce platforms, e-payment system, logistics, supply chain management);
  • Assess the e-commerce environment in Rwanda (Legal, political, cultural, and geographical, infrastructure, etc.);
  • Assess the agro- suppliers’ readiness to embrace e-commerce services;
  • Assess consumers (hotels, families, agro-processors) readiness to embrace e-commerce services;
  • Review and benchmark on good practices in e-commerce globally (e.g. South Korea; Singapore; India…), and customize policy recommendations to be included in the Strategy that are in line with the Rwandan context for appropriate implementation;
  • Based on the findings from situation analysis/feasibility study report and feedback from stakeholder consultations, come up with a comprehensive strategy ready for validation by key stakeholders;
  • In line with (tasks 4-6) Work closely with the local technical team to come up with a final comprehensive e-Commerce Strategy for agricultural value chains with its implementation plan for the period 2020-2025;
  • Submit a communication strategy and advise on the awareness/promotion and implementation plan of the strategy;
  • Support the development of webpages for at least 20 Suppliers;
  • Conduct awareness workshop campaigns for the beneficiaries (Suppliers).
