Objective:
The overall objective of this assignment is two-fold as the assessment concerns two areas namely the vision 2020 and the National Strategy for Transformation (NST-1). Firstly, the first general objective is to assess progress made in relation to the expected outcomes of Vision 2020, for the period 2000-2020, and to identify lessons to inform subsequent planning and implementation.
Secondly, the other general objective is to assess Mid-term progress made in relation to the expected outcomes of NST1, for the period 2017-2020 and to identify lessons to inform subsequent planning and implementation.
Scope of the assignment:
For the Vision 2020, the evaluation will:
- Assess achievement on the goals, precisely on the pillars and cross-cutting issues of the Vision 2020;
- Evaluate the M&E framework of the Vision 2020 and the attainment of targets for the key indicators, strength of logical linkages between policy actions and targets, availability of data and linkages between strategies at different levels among others.
- Assess the institutional framework in delivering on the Vision 2020 (e.g. Development Partner Coordination Group, Sector Working Groups, Clusters, Joint Action Development Forum at Decentralized levels etc.). This will include identification of strengths, weaknesses and lessons learned.
- The evaluation is supposed to be forward looking and should clearly capture lessons learnt and deliver information on the results achieved, the partnerships established, and with emphasis on what has and what has not worked as a guide for future planning and implementation.
For the NST-1, the mid-term assessment will:
- Assesses progress on the goals, strategic objectives and priority areas of the NST 1.
- Evaluate the M&E framework of the NST 1 including adequacy of: the indicator framework, strength of logical linkages between policy actions and targets, availability of data and linkages between strategies at different levels including decentralized levels among others.
- Assess the institutional framework for delivering on the NST 1 (e.g., Development Partner Coordination Group, Sector Working Groups, Clusters, Joint Action Development Forum at Decentralized levels etc.). This will include identification of strengths, weaknesses and lessons learned so far. This will also look at the existing coordination mechanisms and their effectiveness as well as institutional and human capacity in critical areas.
Assess the financing of the NST 1 Vis a Vis the initial expectations. Analysis will document resources mobilized (including the major types and sources), challenges encountered, lessons learned and the likely impact on the results achieved to date. The assessment should capture the impact of the emerging issues such as the Covid 19 pandemic and the changing resource mobilization landscape. Furthermore, this will analyse the thematic and sectoral allocations of resources in relation to NST 1 projections to inform adequate reprioritization.
