Baseline Survey of the Creating Off-arm Rwanda Enterprise (CORE) Project – Phase II

Objective:

The main objective of the baseline survey is to establish a benchmark against which the progress and achievements of CORE Project II will be measured and assessed.

Scope of the assignment:

CORE Project used a system strengthening approach to support local governments in developing a pro-business support structure within Nyamasheke and Rusizi Districts that are inter-connected and poised to meet the needs of off-farm businesses. The first phase of the project (CORE Project I) was implemented in 20 sectors (11 sectors in Rusizi and 9 in Nyamasheke) between July 2015 and September 2018. At the same time, WVR intends to extend the project as second phase (CORE phase II) that will cover the remaining 13 sectors, seven (7) in Rusizi and six (6) in Nyamasheke between October 2018 and September 2021. The scope of this baseline to provide baseline information that will guide and inform the implementation of the second phase of the project (CORE project II).

HLC-L4D was assigned to undertake the following activities:

  • To assess current status of women and youth
  • membership to cooperatives;
  • access to and use of financial services;
  • off-farm businesses;
  • access to and use of information technology to support off-farm businesses;
  • To assess the integration of women and youth into tailoring and honey VCs and current trade volumes.
  • To assess extent to which women and youth benefit from tailoring and honey VCs;
  • To assess skills and knowledge of women and youth on market systems approach.
