

High Lands Centre of Leadership for Development (HLC-L4D) Limited is a Policy Research and Mentorship Centre, established in October 2012 and registered under the Law No. 07/2009 of 27/04/2009 (Article 16) relating to the registration of companies in Rwanda. The Centre was created with the aim to provide evidence that strengthen the design and implementation of policies through policy and applied research towards Rwanda’s socioeconomic transformation. The Centre has wide knowledge and expertise that concur with the national development priority areas. HLC-L4D has a deep understanding of the country’s social, economic, and policy contexts and its integration into the regional and global spheres of development. HLC- L4D uses an interdisciplinary, inclusive and multi-sectoral approach to meet policy and research needs of our partners while maintaining its objectivity, trust and integrity.
The HLC-L4D Centre works with local, regional, and international partners to promote sustainable development through sector-based research and advisory services (e.g.: impact evaluation and livelihoods assessment, monitoring, evaluation and leaning of agriculture related programs and projects, sustainable agriculture, sustainable environment, and climate change adaptation).
Over the last ten years, HLC-L4D has been actively involved in the design, monitoring and evaluation of policies and strategic programs mainly in the agriculture sector, natural resources management, youth empowerment, social protection, gender and women empowerment, off-farm job creation as well as other priority areas covered under the national development frameworks such as the National Strategy for Transformation (NST-1) and the Sustainable Development Goals (SDGs) more globally. As result of its professionalism and high quality of its deliverables, HLC-L4D has worked towards framework contract with different international partners, including: MasterCard Foundation, International Union for Conservation of Nature (IUCN), Trademark East Africa (TMEA), UN Women, FAO, KOICA, Research Triangle Institute (RTI) International among others. More importantly, the Centre also runs a research mentorship program for young graduates willing to acquire knowledge in research. The Centre has also a database of experienced research assistants (enumerators); all of them are university graduates from various fields, who are being mentored in research activities. They are involved in data collection and analysis after being trained about the nature (objectives and tasks) of the survey. For data quality assurance purpose, HLC- L4D uses Survey CTO to electronically design and collect primary data.
