The training covered different topics and themes grouped under the following areas:
- Introduction and expectations of participants
- Fundamentals of Public Policy
- Public Policy development in the context of Rwanda
- Public Policy implementation
- Measuring the performance of public service delivery
- Public Policy evaluation
- Communication of results from public policy evaluation
The training methodology for this course was mainly participatory and this was delivered through an effective engagement of the participants rather than being a lecture. It entails:
- Presentation of the fundamentals of public policy design, implementation, analysis, and evaluation
- Discussion in the form of plenary and small groups discussions,
- Case study analysis and discussion in small group especially in the afternoon based on the themes or subjects covered during morning sessions,
- Trainees were given various case-studies to serve for the coaching program meant to cover the period of September, October and November,
