Objective:
The University of Massachusetts Boston (UMass) envisions issuing a sub-grant to High Lands Centre of Leadership for Development (HLC-L4D) for the purpose of helping design certain radio and TV talk show programs on the state of administrative justice in Rwanda, and also gather information about the public and media reaction to such programming.
Scope of work:
- HLC-L4D takes a leadership role, in consultation with UMass, in designing the basic themes and content of the TV and radio talk show programs that will address key issues in administrative justice in Rwanda, particularly those focused on the topic of labor regulation.
- HLC-L4D arranges to have its research staff monitor, capture, and analyze the resulting public comments and media coverage generated by the programs.
- HLC-L4D applies to this work not only its understanding of different research approaches to information gathering – most notably evidence that can be gleaned through the intensity of public discussion on, and generated by, the subject TV and radio programs – but also its skill in structuring, and helping to facilitate, meaningful policy dialogue by diverse experts who will be featured on the programs, including technical experts from the government who will react to both the UMass research findings and the public commentary.
